ITD activity aimed at the most efficient use of the territories. It includes preparation and approval of planning documentation for residential, industrial, public-business construction and development of communal, transport and social infrastructures.

Conclusion of an agreement between rightholders, formulation of the documents, sending the documents to Moscow Government in case of acceptance.
Taking a decision by Moscow Government about auction for the right to ITD, not earlier than 6 months after completing step 1 and upon condition the failure of step 3
Moscow Government conducts an auction for the right of ITD
Signing ITD contract with the auction winner
Formulation of area planning design and area demarcation plan by assigned party
Moscow Government approve the documents
Withdrawal of land plots and capital construction objects
ITD project implementation according to the contract and other documents.
